The Workforce Solutions of West Central Texas Board (WSWCTB) is soliciting proposals for independent financial and compliance auditing services for the West Central Workforce Development Area. Audit Services must be conducted by qualified and experienced public accounting firms, whose principal officers are independent Certified Public Accountants. As a result of this RFP, WSWCTB will enter into a contract with the successful proposer to conduct our organization’s annual financial audit for the thirteen month period beginning November 15, 2018 and ending September 30, 2019. The contract will contain an option to extend for an additional year for up to four option periods pending performance and funding availability.
The scope of the audit shall include, but is not limited to the following grant funds that the WSWCTB receives from the Texas Workforce Commission:
• Workforce Innovation and Opportunity Act (WIOA) Title I – Adult, Dislocated Worker (including Rapid Response activities) and Youth
• Supplemental Nutrition Assistance Program Employment and Training (SNAP E&T)
• Temporary Assistance for Needy Families (TANF) and Non-Custodial Parent (NCP)
• Wagner-Peyser Employment Services (ES)
• Wagner-Peyser Employment Services 7b
• Trade Adjustment Assistance (TAA)
• Reemployment Services and Eligibility Assessment (RESEA)
• Vocational Rehabilitation Services – special projects
• Child Care Development Fund
Additionally, the audit shall include a separate review of the Board’s 501(c) (3) corporation, West Central Texas Workforce Development Board, Inc., which may receive grants and donations of public or private funds to support workforce activities.
All proposals must be received and recorded by the WSWCTB no later than noon (CDST) on October 31, 2018. Official receipt of proposals submitted will be by entry on a proposal receipt log. Bidders will be provided notification of receipt of proposal electronically. Proposals may be hand-delivered prior to the required deadline between 8:30 a.m. and 5:00 p.m. Monday through Friday, mailed to the address below, or submitted electronically to:

| Eligible organizations include Certified Public Accounting Firms and/or partnerships. WSWCTB encourages proposals from Historically Underutilized Businesses (HUBS), minority and women owned businesses and small businesses. An auditor who prepares the indirect cost proposal or cost allocation plan for the WSWCTB is not eligible to perform audit services required by OMB Circular A-133. Proposers must provide evidence that they are legally organized and authorized to do business in the State of Texas. The successful Proposer must have the technical competence and management and administrative skills to accomplish the work of this RFP and will be expected to meet high standards of public service and fiduciary responsibility. Each proposal must include information that clearly indicates that proposer meets each of the following minimum qualification requirements:
1. Proposer is current with the State of Texas Comptroller of Public Accounts.
2. Proposer can provide Certificate of Franchise Tax status.
3. Proposer shall demonstrate evidence of certifications, permits, licenses and insurances as appropriate to perform these duties in the State of Texas as required.
4. Proposer is not debarred or suspended or proposed for debarment or suspension, declared ineligible or voluntarily excluded from participation by any Federal or State department or agency attested to by their signature of the Assurances and Certifications in Appendix A.
