Project RIO
Workforce Solutions is committed to working with ex-offenders in an effort to provide opportunities to for them to experience a fresh start. Our goal is to help ex-offenders gain meaningful work that leads to self-sufficiency and that reduces the likelihood of them being re-incarcerated.

Project RIO (Re-Integration of Offenders) is a state program that provides individual employment services, including job preparation and job search assistance. Staff is trained to counsel ex-offenders regarding issues such as handling criminal background questions on job applications and at the job interview. Specialized workshops offer training in job skills to help individuals retain employment.

Project RIO staff inform employers about special incentives such as bonding services for hiring ex-offenders. In addition, applicants who qualify can be pre-certified for the Work Opportunity Tax Credit program, which provides a tax incentive to employers for hiring economically disadvantaged ex-offenders (there are other groups who qualify). This tax credit gives the individual a hiring advantage over other applicants, and consequently, a better chance of attaining a meaningful job quickly.
